Very very cool work, Phil!  This image leaves the viewer with a sullen mood, and impacting concern for the character.  My only "critique", since you are requesting one, is perhaps the addition of some small circular ripples in the water to indicate that newly fallen rain drops are hitting the surface?  It is clear that rain is falling, but the surface of the water is quite still. Creating such displacement effect on the surface could add that extra bit of realism that puts it over the top.  I couldt create a water plane for you that has this effect modeled in (small splashes, and ripples).  The only problem is that it would be very high poly, so one may wish for it to be done through displacement mapping instead.  If you know someone with skills at painting displacement maps, then this is an alternative.
